Belkis Leong-Hong -1993 Recipient

Today, Ms. Belkis Leong-Hong, of Gaithersburg, Maryland, is President of Knowledge Advantage, Inc., an information technology-consulting firm. She served with the Department of Defense (DOD) from 1981-1999, rising to be the DOD's highest-ranking Asian American woman in the civil service. From 1998-1999, she was Principal Deputy Director and Chief Information Officer of the Defense Security Service and previously served as Deputy Assistant Secretary of Defense for Command Control Communications Computers and Intelligence (C3I) Plans and Resources from 1995 to 1999. Prior to that she served for 11 years at the National Bureau of Standards, now the National Institute of Standards and Technology where she was honored for work in defining standard data elements for the Corporate Information Management initiative.

She has served as President of Women in Technology and was a founder of the Asian American Government Executive Network. In June of 2000, she was appointed to a presidential committee on expanding training opportunities.  Ms. Leong-Hong received a B.A. degree from Hunter College, a M.P.A. degree from American University, and an advanced degree from the National and International Security Management School at Harvard University.
